Primary market (developer)

Pros

  • no PCC tax (VAT included in the price),
  • modern building, often with guarantees,
  • payments in tranches during construction.

Cons

  • you wait for completion – sometimes 1–2 years,
  • flats are often sold in "developer standard" – finishing costs extra,
  • risk of construction delays.

Secondary market (resale)

Pros

  • you can move in quickly,
  • you see exactly what you buy, including the neighbourhood,
  • often better locations in city centres.

Cons

  • 2% PCC (unless it's your first home),
  • possible renovation needs,
  • estate agent fees.

Specific for foreigners

  • For both types, buying a flat usually doesn't require a permit.
  • With a developer, check the residence card validity against the completion date – the bank may verify it again before the final payout.
